Question Why Pegatron IPMTB-TK Truckee board with Radeon 5770 won't powerup

Removed CMOS battery, held power button, re-inserted battery. Sometimes it does start but often it just spins fans for few seconds. I've even experienced fans spin 2 or 3 times like if it's trying to start. Sometimes the fans spin hi speed but just a black screen (not even a no signal). Suprising...when I hold power button down, it does NOT power off. I'm familiar with the history of this motherboard. The class action lawsuit. But, when I do get into windows, it runs like a charm. But when it requires a restart, It freaks out...and won't start up. I read about the disable 1394 in bios as well. What would make a system be inconsistent (sometimes fan spin 1 second, sometimes they run full speed, sometimes it spurts trying to spin fans). 24GB ram in 6 slots, USB cables disconnected internally and replaced PSU with AGS850 which is 80 Plus Gold certified. Any thoughts on what might be the problem? Thanks in advance for any help.
