[SOLVED] Why same GPU with new SSD causes 25% higher gpu-load?

I have an 128gb SSD and Gtx 1060 6gb and when i watch on youtube 8k 60fps video the gpu-load in gpu-z is shown as 3% and Video Engine Load 80% and video runs smooth, but with my other SSD 256gb the Video Engine Load is 99% and the video i stuttering and buffering.

It went back to normal when i loaded google chrome without extensions (incognito mode), it still is a little bit higher 84% and jumps sometimes to 99%. But i didn't have to load chrome without extensions with 128gb SSD, so why do i have to do it with the 256GB SSD?

Edit: it's ok now.

Hi, thanks. I restarted the PC and after playing video for 1-2 min it normalized itself. Previously i tried reinstalling another nvidia driver, and reflashing vBIOS. The 256GB is a new clone SSD with migrated files from the 128GB SSD.
