actually in ethernet section of the task manager.This could be caused by several things. First being windows update. Maybe the site you are downloading from has a limit. What's using the internet in task manager?

There are 8 megabits per megabyte. So 10 Mbps = 1.25 MB/s. The speeds you're seeing in Chrome and task manager are the same.
