Why won\'t RPGMaker 2003 let me start a new project?

I downloaded RPG maker 2003 onto my computer and installed it but whenever I try to start a new project it prevents me from doing so. Can anyone explain to me why this is?

if you're trying it out on W7 or vista you can try right clicking on the desktop icon/properties/compatibility/run in comp mode for........ ?XP-W98/95,etc ?........ whatever or you can try running it as admin.

You have to click "close current project" in the upper-left corner and then new project should be open.
