Question Why won't my GPU clock itself higher?

It's only running at 1635MHz. Temperatures are low. Why can't it clock itself higher. I don't want to mess with overclocking features because I don't wanna wreck anything, but I would expect this GPU should be able to boost higher. Why isnt it?? Screenshot attached

Is this a 2080super? Could you please list your whole system components. Also, is this only in idle or did you monitor the clock rate during gameplay? The cards will not boost until you actually play something....

It's running an upscaling process, not gaming. GPU under full load. Ryzen 3900X 64GB RAM 1TB SSD @5GBPS

Its a 2080S Windforce. I'm trying to figure out why it won't OC itself given the statistics in the initial screenshot

I don't have 3dmark and I'm not at my PC. I'm just trying to figure out why the GPU won't clock itself higher

Usually the boost can be all over the place, based on program, game, thermals, etc. What is strange is that your clock is under the the 1850 base clock of that specific cards. Are you maybe in some kind of power saving profile or something?

Not that I know of. I've seen it higher and didn't change anything

In GPU-z, what's the "PerfCap" reason when running the task? You can also see this in HWMonitor or HWiNFO under the name "Performance limit" or similar.

PerfCrap says idle which is false because right now my upscaler has that GPU under full load lol

"Idle" is misleading. It just means there's not enough work for the GPU to do to justify clocking higher.

Also processor utilization of any sort means the time the processor spent not running some "idle" task. Since GPUs tend to be seen as a singular unit than a many- core processor, even if the task is pegging a single SM, it counts as "in-use"

This upscaler will use the GPU to it's full potential, for obvious reasons. I've had it go up to 2GHz many many times. Right now it's stuck on 1635 and I can't figure out why
