Hey sorry for the inconvenience guys but this problem has been making me lose my hair. So to get started I bought all these pc parts recently (all are brand new but the GPU) and I put together everything and the PC is now up and running. The GPU is definitely working because the PC is turning on and everything (The fans, LED lights and everything is working normal). The only problem is that GPU driver installation, I went the the NVIDIA website and manually downloaded the drivers and installed everything correctly. The problem occurs just after the whole thing downloads and installs. Upon reboot the PC freezes or the screen bugs out (the graphics are all distorted, Lines appear etc) Sometimes PC diagnostics appear and forces me to reboot and repair and other times it just freezes and forces me to reboot. After turning it off and on the PC is fine but the drivers haven't been installed. The problem code that Device Manager is giving me is “This device cannot work properly until you restart your computer. To restart your computer now, click Restart Computer. (Code 14)”
I have tried the following:
-Taking out the GPU and putting it back in
-I updated the BIOS
-Unistalled all the drivers and reinstalled them (3 times, 1 time with Software)
-Complete reset of PC with new Windows Installation

Do you guys think that I have done some incorrect wiring or that my GPU is broken? Any advice is welcomed and appreciated. Thanks in Advance.
HEH, shouldn't have bought second hand XD

Solution
DDU- Display driver uninstaller, run in regular mode, reboot to safe mode and run again. reboot and install different drivers.
have you tried the drivers that came with the card? true they are old but if they work it could be something in the newer driver package. do not be afraid to try older drivers.

if you need to you can run on the iGPU while testing the GPU.
you could try the GPU out on a bootable linux distribution. if the card is borked it will not work there either.

Boot to a USB drive with linux on it. grab a USB drive, a copy of rufus and a linux distribution.
http://distrowatch.com/ has tons of differing linux distributions and download links. I personally am fond of linux mint with cinnamon.

https://rufus.ie/ the utility used to extract the ISO file to the USB drive.

use rufus to extract the selected ISO to the thumb drive. it will make the drive bootable and you can run linux from the drive once done.
Reboot into linux and proceed to test the hardware. connect to internet, watch videos, await problems.
if linux is good and stable the issue is most likely inside windows or otherwise software related.
this is a test of the hardware.
