If you have the latest drivers you should enable Frame Rate Target Control in Advanced Graphics in Radeon Software. This has a max FPS of 1000 however, just because you set the value at 1000 doesn't mean...you can set a minimum fps that it could run at the problem is that it maxes out ag 300 and adrenalin doesnt detect actual minecraft as a game, only the launcher.
Why do you need 1000 FPS 400 is way overkill.so i cant do anything other than upgrade? my friend has a ryzen 3700x paired with a 5600xt and he runs around 1000fps at 80% usage

i think i wasn´t clear, sorry. Radeon chill will low your fps, radeon boost will increase your fps. Some games don´t work with these options.I have tryed using radeon chill to force better fps but since adrenalin doesnt recognize minecraft as a game, it doesnt work.
yes its only minecraft that runs at 20% gpu usage, every other game goes from 50% to 80%You could also do this. Your system specs look good, but may help determine if there is an underlying issue.

Also, intel cpus are better for minecraft in the generation of amd 3xxx and 9xxx. In this generation though, amd's cpus are better for minecraft because MC is cpu bound.Set your minecraft ram usage to 4gb, and if you are on 1.8, try using Lunar Client, or BadLion Client to boost your fps.
