Question Why won't my new build turn on

So I recently built a new computer but right as I turned it on nothing started. The fans didn't spin and the lights on the motherboard didn't turn on. I then realized smoke had been coming out of the 24 pin connecter on the motherboard so I turned it off. I didn't want to give up there so I decided to unplug everything from the motherboard to find the root of the problem. The only thing I left plugged into the motherboard was the cpu, cpu cooler, and the computer case pins. I then plugged in the 24 pin and 8 pin from the power supply and got the same result except fire came out of the 24 pin this time. I then plugged in my power supply to my old computer to see if the power supply works and everything ran fine.
 
Something is shorted. I'd remove Mobo and visually inspect, specially near that pin 24, then attempt to "breadboard" boot it, that's all you can do. Did u make certain when mounting the CPU backplate, no pins were shorted?

Don't let it sit there. If no sign of life within 10 seconds, unplug it.

There was an extra standoff I did not see touching the motherboard which is probably why it shorted out. I removed it and tried turning on the pc. It's showing signs of life but it displays nothing on my monitor and the cpu cooler isn't working either.
 
I've been playing around with it for some time now. The motherboard RGB lights come on when I turn on my power supply but my fans do not turn on or light up. I've breadboarded it twice, tried every ram slot, tried disconnecting gpu, and I get the same result of only the motherboard rgb lights coming on. I've disconnected and reconnected the front panel connectors several times and have done everything I can think of. I'm not sure if I'm overlooking something or if my motherboard is just fried from short circuiting earlier.
