Wi-Fi to cellular handover

In my settings on my Android tablet under developer options is
"Aggressive Wi-Fi to cellular handover" When enabled wi-fi will be more aggressive.
Also there's this " Always allow wi-fi roam scans based on amount of data traffic present at the interface" And one other. "Wireless display certificate"
Enable wi-fi verbose logging increase's logging level, show SSID, RSSI in wifi"
Now my question is what is all of that about.
Will it help me get a better signal that isn't lugging and sluggish??

So:
- "Aggressive to Wi-Fi cellular handover" means that the device will use cellular data when the Wi-Fi is at a much stronger signal. This is more useful if your Wi-Fi signal is unreliable since it will use your mobile data but would probably be more expensive for you.
- "Wi-Fi verbose logging" just keeps track of what packets are being sent and recieved by the Wi-Fi connection, increasing it would only help if you where using the logs.

If you Wi-Fi signal isn't very strong, have you considered getting a Wi-Fi range extender?
