Wierd FPS drop with ASUS GTX 970 Strix

Hey guys so it one pretty wierd thing that is going on right now see for example if i play Siege of Shanghai on Battlefield 4 and im on one part of the map and i get about 55 fps on ultra setting and then i look up in the sky the fps just go rising up to like 85 fps can someone tell me how to fix this so i just have a good fps all the time because its kind of annoying thanks in enhance btw i dont have V-sync turned on SPECS:
CPU: i53570k
GPU: ASUS GTX 970 STRIX
MOBO: ASUS P8z77V LX
Power supply: Corsair TX 650

maybe uh, because, it doesn't really have as much load when you look up at the sky in comparison to say when you're in the heat of combat

But is there anyway to fix this its really annoying my ASUS GTX 970 should be getting more fps then that i get like 120 fps in operation metro its really wierd

What you describe sounds normal, I don't think there is anything to 'fix'

MAybye its the new drivers that are just bad or siege of shanghai is poorly optimized for this card.

This is normal: when you look at the town/area with lots of stuff the gpu works harder but when you look at the sky, there's not much to draw so it gets you higher fps. There's nothing wrong with that, I have this too.
