wierd overheating, only happens when i look away ?

my problem started some weeks ago i dont know what i did, but here is what has been happening sins.

when i start my computer i dont notice a thing. then when i go to play a game (like cs:go) my fps falls to below 100 and it has always been above 200 fps until some weeks ago.

then i downloaded HWMonitor, now the fun begins...
first look at HWMonitor it tells me temp is running at around 40 degree celsius, (i got happy thinking all seems fine....)
then i go check my facebook max 3 min when i came back i could see in HWMonitor that my temp had been at a 100 degree celsius but now it is back at 40-45 stabil, so i wondered and made HWMonitor clear min/max i go to the wc max 3 min again and the same thing has happend my degree's had been at a 100 again ??? and was back down to 40 degree's again...
very wierd i thought, so i opened op windows joblist, so i could watch resource surveillance, and see what my cpu was working on. now when i have windows joblist open the cpu core's wont go above 50 degree's O.O but if i close it and stil have HWMonitor open i only need to wait 2-3 min and then the degree starts increasing to 100 degree's again, so i ofcourse opened windows joblist again and watched resource surveillance again but my cpu is not working on anything at all it tells me... it lags and i know its a lie it was working full power on something 1 sec before i opened windows joblist, or so it feels like every time i open windows joblist.

every time windows joblist is open all is fine the degree's the pc everything, when i close it my computer starts lagging LIKE A LOT and HWMonitor tells me the degree's are going wild. all between 40-100 degree and it falls and increase all the time

my cpu is a
intel(R) core(TM) i7-4770 cpu @ 3.40GHz

and left alone for 3 min i can come back having HWMonitor telling me my 4 core's has been at these degree's 99, 97, 100, 99.

i am sorry about the bad endlish, and no matter what idea or guess you have it will be greatly appreciated, because i am completely blank and i think i will have to reinstall windows and everything (witch i really dont wanna do)
 
Don't trust in HWMonitor, the temps and voltages are completely different from other monitoring programs I use, in 12V+ it shows me 8.xxV, while other software like Asus Suite II show me 11.952V, also with temps it says my CPU is always 40C+ while the Asus Suite is on 32-33 idle.
Same happens with GPU temps
 
thx for the fast sugestions ill try and download some programs similiar to hwmonitor, and check what they say.

i am almost sure the cooler is tight enough but just in case you are right, i will put some new coolplaster on and see if i can tight it better than it is now.
