I recently finished my first computer build and installed windows and got to the page that asked to connect to a network where nothing shows up. I can't use ethernet and my mother board ASRock B760M-HDV/M.2 D4 Micro ATX LGA1700 doesn't have built in wifi connectivity. I got a Unit PCI-E WIFI AC3000 E. The wifi card had a USB 2 connection to my motherboard and my motherboard has 2 USB 2 connections one which is already in use and the other instead of having the standard 8 pin connections + dummy has just 4 but is labeled the same in the manual. I connected it in hopes it would work but now it appears to not be. Is this the issue or is it something else?

You can skip network part.

Why can't you use ethernet?

USB connection is for Bluetooth. It is not necessary for wifi connection.
Is this the issue or is it something else?
The issue is - you need to install drivers first.

Thanks for the info the windows 11 setup did not allow me to skip wifi connectivity so i had to find an ethernet cable and drag my pc setup tp my router. im not sure what driver to install, however.

Is this a new install of Windows? If so, re-install from scratch. I'm surprised that the network drivers aren't being installed automatically.
What do you mean? Its windows 11 which i got directly from the microsoft website and then purchased an activation code from kinguin

When you get to the screen that asks for network connection, press Shift + F10 to get a command prompt. In the command prompt type OOBE\BYPASSNRO and hit enter. The computer will reboot and when you get back to the network screen it will give you the option to say i don't have internet.

It is detecting the wifi card as multiple devices not sure if that's supposed to happen but also when I select update drivers it can't find anything and removing device and restarting doesn't do anything
Install Intel INF chipset drivers, then
LAN drivers and wifi drivers.

Download wifi drivers from wifi card manufacturer support site.
This driver package should be compatible with your wifi card.

Which device would I add the driver files to? And would it work better if I just returned this wifi card and purchased a different one?

What?

You download drivers.
Extract them, if it's a zip file.
Then install drivers (run drivers setup executable).

All exclamation marks in Device Manager should disappear.
I already did that earlier and it had no effects. I think it was because windows wasn't detecting that the drivers should be paired with the Wi-Fi card at this point I think I am just going to buy a new Wi-Fi card and return the old one since I got it through prime
