WiFi to external phone dialup modem

Actiontec external dual dial-up phone modem has two cat5 in's for sharing 1 internet connection with 2 CPUs. But there are no line-outs, so I connected a wireless router to the 2nd cat5 in, thinking that would work but nothing. So, what am I missing?

Did you connect the modem to the phone line (not DSL) and setup the connection to the ISP?

The modem provides an IP of 192.168.0.xxx, so make sure your router does not use the same IP range.

Yes, modem has been connected for years, just don't know what to change to connect to router for WiFi. CPU goes to what first? To the router then to modem ?
