The 4460K is plenty adequate for a GTX1060. Ryzen is really only par with Haswell, the only CPU upgrade that will get you more GPU performance would be the ridiculously expensive Intel crap, and that only make sense if you want to blow $500 or more on a GPU.

There is no such thing as a 4460K. It's either 4460 or 4670K, and I would guess its a 4460 since he came up with that number. Anyway, the 4460 is slower than a Ryzen 3 1200, which is good enough for the 1060 6GB in almost all games, with some games getting CPU limited. So, it's safe to say the 4460 will limit the 1060 6Gb in some games also.

Ryzen 2 is on par with Skylake as far as IPC, just can't get as high of clock speeds.

If you say so, a gtx 1070 and above will surely got bottlenecked, right ?

Sometimes, not all the time. It will be a similar situation, where some games use more CPU than others. But it would be more so than with the 1060. Probably most of the time.
