As the title says
I got some old dell powersupply. It doesnt have a 8pin cpu power cable, only a 4 pin, Is the motherboard going to not boot up at all, The cpu is a pretty low power athlon 200ge, the 4pin should be able to supply enough power

Any good and cheap options?
I looked up some prices and i can afford Raidmax Rx-500xt, Evga 450Br, Corsair Vs450,CoolerMaster mwe 550
All of these should be good for a low power apu system

If it's a low power system the motherboard power should be a 4 pin one like this https://www.amazon.com/ASRock-Compa...t=&hvlocphy=9001834&hvtargid=pla-608127195766

But a good power supply is always good idea. I would get either the EVGA or the corsair model form those. Many Dell power supplies are pretty decent models for basic use, especially from the XPS desktops so you may be Ok with the one you have now.
