Will a 4 Port VGA Splitter Box allow 4 separate monitors?

A splitter takes the signal from your pc and it duplicates it across all monitors it is connected to so you have the same picture on each monitor. If this is what you want then it's fine.

However, if you want different displays on each monitor then a splitter is useless. Each monitor will need its own connection to the pc, which is where a graphics card comes in. Depending on the graphics card it can support 2 or more monitors. It's worth bearing in mind that when a graphics card is installed into your OptiPlex 380 the on-board card will be disabled.
