Hello!

So my friend is considering upgrading his PC to a 5950x and a RTX 3060. He's running a Gigabyte B550 DS3H motherboard, two 8gb DDR4 sticks, and a 1TB SSD. The system is being powered by an EVGA 550w PSU, will that be enough to run both of those upgrades, or will he have to upgrade his power supply as well?

EVGA is the brand of the PSU while 550W is the wattage, what is the model of the unit and how old is the unit? If it's used then the answer is no, if it's brand new the answer will still be no. You should invest in a reliably built 650W PSU to cater for headroom and you should buy a motherboard that has a robust VRM area. If you dropped down the order with a processor, you would've been able to get the B550 motherboard you'd listed above.

FYI, what are the specs to his current system? That way we'll understand if he's getting a vertical upgrade or a horizontal upgrade.

His current specs are:
CPU: AMD Ryzen 5 3600 3.6 GHz 6-Core Processor
CPU Cooler: Cooler Master Hyper 212 RGB Black Edition 57.3 CFM CPU Cooler
Motherboard: Gigabyte B550M DS3H Micro ATX AM4 Motherboard
Memory: OLOy WarHawk RGB 16 GB (2 x 8 GB) DDR4-3200 CL16 Memory
Storage: Crucial P1 1 TB M.2-2280 NVME Solid State Drive
Video Card: MSI GeForce GTX 1660 6 GB VENTUS XS OC Video Card
Case: Phanteks Eclipse P300 ATX Mid Tower Case
Power Supply: EVGA 550 W ATX Power Supply

And what do you mean by he "would've been able to get the B550 motherboard you'd listed above..."? When he does in fact have that motherboard that I listed.
