Will a Cooler Master Hyper 212 RGB cpu cooler be sufficient for an intel i7 7700k on stock setting, looking to replace the cpu cooler. Or should I get the two fan version the next level up?

Thanks

Rgb fans are somewhat worse than their original plain predecessors. As is, it's a hyper212. So is the dual, the plus, the Evo, the original, the Black.

All the same heatsink, mostly the same mount. Different fans. There is no 'moving up' by going with a dual fan version, 140w is 140w no matter how you slice it. The dual fan versions are a few °C lower in nominal wattage ranges, but still end up the same when maxed.

The i7-7700k is fully capable of hitting 140w at stock configurations and 100°C on a 140w cooler.

Sorry, but any budget cooler, and that includes the Gammax 400, is going to be pushing limits at stock settings. I'd suggest you look at mid-range coolers, 160-200w such as the Scythe Fuma 2, Cryorig H5, NH-U14, NH-U12A, beQuiet Dark Rock 3/4 etc.
