Will a dual Xeon e5420 bottleneck Gtx 970 or r9 290x?

Yes, the CPU is dated and will be a bottleneck. Having 2 wont matter as most games use 4 or less cores.

If you are adventurous you can pin/pad mod it to run @ 3.0ghz. by covering 2 pads on the processor . This will make it run at 3.0 ghz.
I have a pair running folding at home @ 3.0.
Some will run 3.0 at default voltage. if not you can also pin/pad mod for higher voltage.

Well thx.... At least could i get 60 fps? Not 4k or uhd, just 1080 or 720
