I don't planing playing VR

Solution
Highly depends on the game. Some games just hate currently AMD Bulldozer derived cores due to the fact that they only use 1-2 threads for most things. Other newer games that can actually use 4-8 or even more cores will run fairly good and should not bottleneck. Seeing as the RX-480 comes in two flavors 4GB($200) and 8GB($230 ish) I would get the 8GB version to just to be on the safe side and not have to worry about lack of VRAM ever being an issue.
Most likely seeing as both the 4300 and 6300 are very close performance wise, you may not experience any throttling due to the extra "cores" but I believe anything over the GTX970 or R9 380 will have a slight bottleneck, I'm waiting until Zen is released to decide on any upgrade, I'm playing GTA V on a HD7850 with a FX4300 and no performance loss
