I'm wondering if using a Gigabyte GA Z170 HD3P mobo will be able to make full use of a i5 6600k and a GTX 970 or if I need to get something a little more high end. I'm trying to save money where I can so suggestions are appreciated.

Yes as long as your just looking for a mild overclock say the 4.4 area on the processor, for the video card it's not even a factor about any board will give the same performance on the card.
I would hold off on the GTX 970 next week the RX 480 AMD card will be released and is supposed to match the GTX 980 performance at a 200 USD price range.
