Im considering if the 1080ti and 2700x will be compatible with my build.

Specs:

Cabinet: VIVO "Smart" MICRO-ATX

Power supply: EVGA 450B1

Processor: Ryzen 3 1200

Motherboard: B350 Gaming Pro

RAM: Corsair vengeance 8GB

Solution
You need to update the BIOS of that board for the 2700x. Update it while you still have the 1200.
For the 1080ti, you need a bigger and better PSU. You need 650w/750w minimum. Get something within Tier 2 from Corsair or Seasonic... https://linustechtips.com/main/topic/631048-psu-tier-list-updated/https://linustechtips.com/main/topic/631048-psu-tier-list-updated/
Also check the length of the card, whether it will fits the case.

So just to clarify. I should update my BIOS to the latest version before I install the new cpu?

I can confirm the case has enough room and cooling ability for the GTX 1080 Ti. You can fit a card up to 13" long in there, and with additional fans installed, you'll never see the card get up to any dangerous temperatures.

The EVGA 450 B1 might be able to power it, but I'd agree with the others here to give yourself an upgrade to be safe. Nvidia rates the card (base frequency) at 250W, and counting the rest of the system, it could be pushing the 450 B1 to its limits under load.
