Question help with hard drives constant beeping

Sorry if this is a bit unorthodox for this forum, I just really needed help with this, all my hard drives keep making random beeping noises all the time which I was told was read/write error noise. Because it's not a specific one I have no clue what's wrong, i repalced 2 of them and still the new ones make the same beeping noises. I have no clue what's wrong or how to even find out. I tried window's chkdsk on all of them and I tried Victoria537 full scan on all of them but the beeping just comes back, victoria537's SMART says they're all good except one which shows BAD as of now. Maybe they dont have enough power as my power supply is 600W, could be physically bad positioning, as this is how i have them in the picture. I put paper underneath them because sometimes when i touch them they'd be tingly like electricially charged a little even when the pc is turned off so i thought the paper would help. I have no idea where I can find the logs for these beeps on windows if they exist.

For the sake of relavance, what is the make, model and age of your PSU? As it stands you've only mentioned the advertised wattage of the unit.

I put paper underneath them because sometimes when i touch them they'd be tingly like electricially charged a little even when the pc is turned off so i thought the paper would help.
That's a sign you have a grounding issue or lack there of in your wall outlet, that's detrimental to all your PC parts.

Case looks like a Coolermaster MB400L's interior...

Some HDDs make a chirping noise when operating. It is normal. Are you sure this is not something along those lines?

it's not chirping it's a loud beep. Im sure because sometimes I'd be playing a video file and it'll stop along with a loud beep from the hard drive then about 5 seconds later it would continue on its own.

I'm not sure what model or make but I have it since 2018 I think, is there a way I can find out?

PSU is cougar VTE600, model: CGR BS-600.

here is a video of 3 beeps, right now the hard drive is inaccessible which happens from time to time.

I see an RTX card in your initial picture, if I were in your shoes I'd look at a higher quality PSU to protect the rest of your investments but before that, you should address the grounding issue in your abode.

Call in a certified electrician and ask them to sort out the wiring in your abode. Explain to them how you get mildly electrocuted when you touch the metal parts of your build.

Once you've sorted out the wiring/electrical issue, then the PSU, I'd divert my attention to house the HDD's in the chassis. If it is indeed the MB400L, you have provision to mount 3x3.5:" drives in the chassis' caddy. 2x 3.5" in the lower chamber using the included rails and another above the caddy using rubber grommets and screws.

On second thoughts, please list your specs like so:

ok ig it's fine then, i was sure that was an indicator for all the drive problems but maybe not, just to be clear the beeps happen at these seconds: between 8 and 9, between 18 and 19 and between 30 and 31

If your ATX PSU is not connected to a proper Safety Earth and something goes badly wrong inside the PSU, you could be ELECTROCUTED and die as a result.

As @Lutfij says, a buzzy sensation on a PC chassis is a probable sign your mains outlet is not earthed, or the earth wire in the mains lead to the PC has become disconnected.

Stop using the PC now and get it fixed. We don't want to read your obituary.

N.B. I'm a qualified electrical/electronics engineer, which is why I advise caution. Better safe than sorry.
