Will a i3 cpu bottleneck the rx 480?

I had a i3 4160 in my pc and the new rx480, will the cpu bottleneck the gpu performence? While i play GTA V, only 45~50 fps could be achieve in ultra setting. I have seen rx480s achieve solid 60 fps while playing the game with all seeting mased out.

GTA V is a bit more CPU dependent, than most titles, so I would say that it is quite possible.
