Will a new GPU increase performance in Premiere?

So I decided to build a new system for video editing.
Here's what I'm running so far:

Ryzen 2600x (No OC)
16gb memory @ 3000
Gigabyte x470 Aorus Ultra Gaming
500Gb m.2 for programs
500Gb SSD for scratch

Furthermore, I keep using my GTX 460 until graphics card prices are acceptable again.

I did some intensive testing with 4k and 8k footage. The 4k runs smooth, until I put effects on it (lumetri). At that point the CPU shows 100% usage, the graphics card only about 5%.
This made me wonder:
Will a new GPU take some work off of the CPU, or will it make little to no difference, since the current GPU doesn't seem to do much?

UPDATE:
Im mainly wondering about the playback, not exporting.

Solution

Should do. Your current gpu is too old to decode 4k effectively

I better gpu should decode and encode h264 with much higher performance.

In exporting it will help in playback not really. You need a better cpu for that.

Must say in that case im a bit disappointed at the 2600x. What do you recommend for 4k video playback + some lumetri?

I've read the page. Unsure as to if it will improve playback tho.
