Will a superclocked GPU fry my locked CPU?

So basically I found a GPU that has a base clock rate of over 1600mhz in comparison to most other GPUs of the same type having a base clock of 1500mhz. I don't intend to overclock my GPU since my CPU is locked and I don't want to fry it, but will a faster base clock have the same effect as overclocking any GPU? Does this apply to 2400mhz RAM at a low CAS Latency of 10? (According to an Excel spreadsheet I found, that would make my RAM even faster than a RAM of 3200mhz at a CAS latency of 14).

I have an i7-7700 3.6 ghz CPU

The clocks of a graphics card are independent of the clocks of the rest of your system's components. Most gaming GPUs are configured to run at higher clocks than what Nvidia or AMD define as the "stock clocks" for the card, and those higher clocks shouldn't pose a problem so long as your system has sufficient cooling and your power supply can supply enough power. It's pretty unlikely that the graphics card could harm your CPU just from being clocked higher than normal.

an i7 7700 can handle any card regardless of speed

overclocking the gpu HAS NOTHING to do with the cpu

only concerns would be you cheaping out on the power supply and IT blowing up

or improperly mounting the cpu cooler and the cpu thermal throttling
