I was waiting for the new 9000 series CPUs but I guess they're a disappointment so I'm leaning towards replacing my CPU with an AMD 7800x3d instead

I have an AMD 3700 with an MSI MPG X570

I guess I'll wait for the 9900 reviews to come out
Fair enough. Just be sure to also take note on if/when PBO is being used as it appears to make a big difference on Ryzen 5 so far in gaming.

Also, 9000X3D supposedly is coming in a few months, so you might wait for those reviews if you're not happy with anything on Ryzen 5.

I'll also second the notion of considering the 5800X3D. Zen 3 was already a nice IPC and per-core perf uplift over Zen 2, and then of course X3D smashed it out of the ballpark; you'll easily notice a huge improvement and won't have to spend much to get there.

5800x3D is plenty enough for 4070 super specially at higher resolutions and frequency. Even if 9900x3D/9950x3D would be amazing, without stronger GPU it's not going to help much. So set up you have at least couple of years to decide about next platform which should include GPU.
Methinks, you'd be very satisfied with 5800x3D, specially coming from Zen3 without 3d cache.
