i want to buy a rx590 but i have a i5 6400. should i get it or just take a 1060?

RX 590 will definitely bottleneck with your current CPU.

Either one is a good choice to pair with the 6400. 1060 uses a lot less power with just a small drop in performance , and is a slighly better match.
