Will buying a capture card eliminate FPS drop while recording?

I would like to buy a capture card because recording with fraps kills my FPS, but have a few questions.

But doesn't it record off it own power instead of using the gpu and cpu?

It does, so it wont hinder your FPS as much, but you still will see a small percentage drop, not nearly as much as you do with FRAPS though. I would strongly recommend this solution as it has an onboard processor so it doesn't rely on your CPU at all and it encodes files on the fly so your file size wont huge.
