Will dual booting slow my pc

My brother always fills the desktop and my hdd partion. I was thinking that i will create a new partion and will install 2 windows 10 by dual booting. Can i do something so that in one windows my partition is hidden and is visible in other windows.
And will it make my pc slow because i want to use it for gaming

No.
The other partition will still be seen, whichever OS is running. It will be just another drive letter.
It may help a little bit, but he can still see 'your' OS and partition as the D drive.

If your brother fills your desktop that implies he is logging into the same account as you

So create seperate user accounts
If he is younger and using your pc you could give him a restricted user account as well

Not that I know of.

1. Give him his own user account, and do not give him your password.
2. Consider a whole new drive, in a hotswap bay. His own drive, with its own permissions, etc.
Take your drive out physically. He can't screw up a drive that is not actually connected.
