intel core 2 duo 3.00 ghz (E8400) , 4gb ram ddr2 , 2 usb's plugged in and CPU is not overclocked .

It might to start with, but the supply will fail in a few months. I wouldnt trust anything smaller or cheaper than a corsair cx430 watt psu to run an entry level graphics card.
