I mean, you will probibly be fine but with a lower end psu like that for something low in power consumption like a gtx 960. there's always a chance it will fail prematurly and damage your other compnents and or have a pc that shuts off in the middle of games/under load. It will most likley work fine but I don't recomend it. And btw how much are you paying for the 960? I have been using this thermaltake psu with 1 6 pin conector thats came bundled with a case that i dont even use anymore and i have had it for around 1.5 years now and it's been working fine with no problems with big cards that use a lot of power. (Currently have an rx 480 fx 6300, 8 gigs ddr3 and a 1 terabyte drive)
That PSU is supposed to be for extreme budget users. It also only has one 6 pin PCIE connector so your options would be limited with pretty much no overclocking path. I'd either A: Pick up an EVGA 500w unit so that you could get the ones with 2 6 pin PCIE connectors or B: Pick up an ASUS GTX 950 unplugged to put less strain on the PSU as it runs off of only motherboard power. As I said, there is some that only take one 6 pin but depending on the TDP of your CPU it could either be a yes or a no.

You might be able to get away with it, it will probibly work but theres a chance you will have problems when your system is under load. but if I were you I'd buy a cheap decent quality 500 watt like an evga 80 plus rated bronze psu. Also I would not buy a gtx 960 if your paying even close to full price with the rx 480 and gtx 1060 out. I mean if your paying like 100 dollars for a 960 that's a good deal but if your paying like 150 it's a pretty bad value when you could get almost double the gpu preformance for 200 dollars (rx 480).
