I have a power supply of 550watt having two +12v rail each having 16amp .will it be okay to run r9 270x? I am not going to overclock any component!

Your psu would provide the power needed for a R9 270X.

its an ok psu.. for a single 270x you are good to go

It's recommended 30 amps for the whole pc with a R9 270X, it doesn't need 30amps itself. If you can, i would spend more on a better quality psu like Seasonic or a Antec 520W.

no worries, it will work.. just dont overclock anything.. thats it
