So, if anybody wondered, i bought the game and I play with medium settings and TXAA and it runs a smooth 60 with drops to 52-55. Ofcourse I haven't gone to big cities yet so I'll have to see how that goes. But for now, I'm pretty suprised
You will be able to run it but it will likely dip below 60fps at times at any settings. Here is a cpu benchmark at 1080p ultra using a gtx 980 ti, your cpu would be a bit slower than the i3 4130 used in this benchmark.
It's not that it is old, improvements haven't been major in the last -4-5 years on the Intel side - it's that it is a dual core CPU, and Fallout 4 is usually better with a higher core count.
You might be able to achieve 30 FPS without much trouble. 60 consistently might be hard on the CPU, but the GPU seems decently capable (assuming your resolution is 1080p)

6700k's a solid choice, but keep in mind 7th gen could drop to skylake prices soon enough, and AMD could be a possibility again.
If I were you (assuming money is an object) I'd get an i5 and OC it, I think the performance will be quite desirable still.
Well i actually have a friend of mine working at a local store, and he offered me a 6700k, 16gb RAM and an MSI Z170 SLI Plus for 470 euros, which is definitely not a bad deal
