Will i notice a difference between 1333mhz ddr3 8gb of ram and 3200mhz ddr4 16gb

it also depends on the sticks timings. mhz is not the first thing you look for when selecting ram.

Yes. But please consider that you will need a new motherboard / CPU if you plan on switching. DDR4 is no 1:1 replacement for DDR3.

I am upgrading to a new MOBO an i7 6700k ( from an a10 5700) and 16 gb of corsair vengeance 3200hz tommorow i was curious if the ram would make a big difference as im sure the cpu will

not particularly in terms of gaming and general use. things like cad, video editing, photoshop would benefit more.

Mostly gaming but i also do alot of video editing and work with UE4

Considering that DRAM is cheap right now, I´d even suggest to have 32GB of RAM if supported by the new mobo. When editing video and tinkering with UE4 you surely benefit from each additional GB you add. 😉
