Will I7-4790 bottleneck gtx 980 ti sli?

No. Like said above an i5 4690 or any haswell i5 for that matter would not bottleneck it, so you are good to go with an i7.

What are the games that will be running?
Some types like strategy, sims, mmo can be cpu dependent .
If so, an unlocked cpu with an overclock may be preferred.

If the games are more like fast action shooters, then SLI GTX980ti may well be appropriate.

My thought is that if you have the budget for sli GTX980ti, then why not spend a touch more for the very best cpu?
On a new build today, I would look for Skylake i5-6600K or i7-6700K.
