I have a msi z97 gaming 3 motherboard, a cx 550 psu. will my computer be able to handel if i upgrade from my current gtx 960 to a gtx 1060?

What else do you have on board? Short answer is it only calls for a 400w psu so you should be fine.

You will be fine. 1060 draws about 184 watts at full load.
