Will a Gtx 760 gigabyte windforce OC (295mm) fit in a Zalman Z11 plus case which says it can take 290 mm maximum video card length?

I'm not an expert with GPU's in cases, but it should fit because 5mm isn't that big at all. If you cannot, either buy a new case or a different GPU.

If the specification says maximum length of VGA is 290mm then that's what it means. Anything above 290mm will not fit.

If the specs say that the max supported VGA length is 290mm then 295mm will not fit.

295mm > 290mm
