A friend of mine asked me if i can select parts for his new PC. He is on a budget 360-418 euro.The parts are:
Intel Core i3-7100
Gigabyte GeForce GT 730 2GB GDDR5
4GB DDR4 2133MHz J&A
Segotep ATX-500WH
1TB 7200 rpm Seagate Barracuda Guardian
ASRock H110M-DGS

I'm not the best at choosing parts and I'm not sure for these here.

I'm afraid his budget is a bit low. For any real gaming it takes at least gtx 1050ti, about 150-160 euro card, and his budget is only enough for 70-80 euro card. Anyway, that how it looks after changes:

Yes, the 730 isn't going to make him happy playing games. He'll be playing at less than 1080, with less then 60FPS most of the time. The above build is better, with twice the ram and the 1030, but he's still going to have issues playing newer games. I do suggest doing something like the above build, and then adding a better GPU when the funds become available. If he's going to spend any extra money on something, I suggest a bigger PSU to support the new GPU that will eventually show up.
 
You can do a pentium & an RX 460 , doesn't include case though as your original list didn't.

That'll do alright for gaming as long as you stick to medium settings.
