Hi, i was wondering if my dell optiplex 390, mini tower can support the gtx 1050.

The mini tower should support a 1050 physically, yes.

There's a x16 slot, and support for full-height cards - and can provide the full 75W via the PCIe slot.

Power requirements could be a concern though, I can't find too much on the PSUs. But the mini tower should be "265W" with 17A on the 12V rail (204W)

That was when new. Most of the CPUs available were 95W, so you would probably be fine
