Will league of legends be able to run at 45-60 fps on the lowest graphics possible ?

Based on the following video of LoL being played at 1920x1080 resolution with very high settings on a Surface Pro 2 with the Core i5-4200u and Intel HD 4400, I am pretty sure the Core i3-4030u and Intel HD 4400 should not have any problems getting at least 45 FPS at 1366x768 resolution with low graphic settings.

Running Skye will reduce your performance how much? I do not know.
