I want to make sure before I purchase the r9 graphics cards.

No, it isn't built-in to Windows 7, how can it be? It didn't even exist when Windows 7 was launched.

The Mantle API and driver are part of the AMD software supplied with compatible AMD graphics cards such as the R9 series.
