i have ROG Strix Z390-H Gaming Motherboard
i9-9900k
GALAX GeForce® RTX 2080
MasterLiquid ML360R RGB
3x Cooler MasterFan MF120R

Corsair Vengeance RGB PRO 16GB (2x8GB) DDR4 3000MHz

700W is "enough", but that's a garbage PSU. Get rid of it and get an appropriate PSU.

Completely agreed with vapour above, quantity is useless without quality.
The RTX 2080 (in most systems) can run on a good quality 600W.

The SMART PSUs are not great, the best one is arguably the PRO version, but even then it's a budget model and there are plenty better.

So will it technically work? - probably yes.
Would it be safer and better to probably upgrade the PSU? also probably yes.

Your system could probably run on a 550W.
A 650W would be more than enough with headroom.

Totally agree with the above.
There is nothing smart about using a Thermaltake SMART psu with an RTX GPU.

The ones above are good, although some are better than others.
