Your system could probably run on a 550W.
A 650W would be more than enough with headroom.

Completely agreed with vapour above, quantity is useless without quality.
The RTX 2080 (in most systems) can run on a good quality 600W.

The SMART PSUs are not great, the best one is arguably the PRO version, but even then it's a budget model and there are plenty better.

So will it technically work? - probably yes.
Would it be safer and better to probably upgrade the PSU? also probably yes.
