Will my cpu bootleneck my gpu?

Amd quad core (purchased in 2009)
4 gb ram
1 tb wd hdd
Gtx 760
Coolermaster 600w psu

Honestly can't say without a model number for the cpu, but generally yes, you are likely losing some performance by not having a newer processor, and especially one that is at least over 4 years old now

Best way to tell is to look up benchmarks for your specific card online, and then run those same benchmarks on your system. If you get lower results, you are running into a bottleneck. I recommend unigine valley or heaven, or 3dmark

In cpu heavy games it will bottleneck.
If you have AM3+ motherboard you can upgrade to FX processor

bro processor is Amd phenom 9650 quad core and Asus motherboard m3a78-em
what should i do then i want to play new games but my father only agreed at buying graphic card not cpu aur motherboard can suggest a different card that will not bottelneck???
