I'm thinking about getting the msi rx 580 8gb and the ASUS ROG STRIX B450-F but the GPU just says it uses pcie x16 and the mobo has pcie 3.0 x16 and pcie 2.0 x16

Yes it will they are 100% compatible. Use the PCIE 3.0 , IT'S THE TOP SLOT, below the CPU.
