Will my I7 2600 works well with my GTX 980ti?

The word "bottleneck" is way over used.....there is always going to be something that's the weakest link and it will change from one application to another.

The short answer is no it can't bottleneck your CPU, the worst that would happen is it has to wait for the CPU to supply it with the next set of data. The higher the resolution and the higher the graphics settings, the more it shifts the load from the CPU to the GPU. So, if you're playing at 1440p high settings, the GTX 980Ti will probably be the limiting factor, but at 1080p low settings then the CPU will limit the frame rate.

Im currently using 1080p resolution. Can I get Ultra settings in PUBG? my PSU is VS 650 Corsair
 
Yes, you can use ultra settings, the GTX 980ti will be good for that.
I think the real question you want to be asking is, can the i7 2600 play modern games such as PUBG? Yes it can, but there might be times you'll see a bit of lag and lower frame rate....this would happen no matter what graphics settings you use.
