Will my i7-8700k be bottle necked by my 1060 6gb msi ocvi1 graphics card? Im on a budget so i want to get the best performance off my cpu but i dont know what i should buy thats not over 350.

No, if anything the 8700K is overkill to be paired with a 1060.

for 350 - you got 2 choices, the AMD Rx580 or Nvidia 1060. For me, they basically are the same spec, just either go with one or the other.

Just remember, if you go with Nvidia and want a Gsync monitor, you are going to pay a fortune for that monitor, if you go with AMD Freesync is as it says, FREE, so monitors are better for the money than Gsync ones.

8700k has no limit, not yet anyhow. 1080Ti and next couple best gen offerings.

2600k 2nd gen still keeps up reasonably well with top tier cards to give you an idea.
