I am planning to play games in 4K and stream a played game (Hell Let Loose) in 4K at the same time.

though given that the RTX5090 as of this moment, Nvidia states that it's leaps and bounds better than the RTX4090, you should take their claims with a grain of salt since they will cherry pick numbers that make their product look good.

I see you upgrading your platform prior to ushering in the RTX5090.

I see the general consensus is that even i9-9900K is enough for the 4K gaming, in the video's comments in the referenced thread. So I guess my i9-10900K should be enough as well I assume. Thanks for the reference!

There is no such thing as "bottlenecking"
If, by that, you mean that upgrading a cpu or graphics card can
somehow lower your performance or FPS.
A better term might be limiting factor.
That is where adding more cpu or gpu becomes increasingly
less effective.

Buy your graphics card first and see how you do.
4K games will usually be limited by the gpu and not the cpu.
Your 10900K is a very capable processor.
