Will my old graphic card slow down my CPU ?

I have an intel i3 Haswell CPU, i only use this PC for web, email, and youtube.
should i use my old ATi X1550 Graphic card for this PC ? bc i want to run dual monitor (1monitor + TV)
My motherboard only support 1 VGA output.

If it's compatible, I don't see why not. It'll allow you to run an extra monitor. Just don't expect to be playing any recent games.

Only in GPU intensive stuff, but none of the activities you have specified are.
