Question Will my Ryzen 3700x bottleneck future graphic cards?

I'm asking this question because I'm deciding between getting an RTX 2070 super for my PC which has a 3700x in it, and upgrading that card in around 3 years without upgrading anything else. Or buying an RTX 2080 ti, waiting 5+ years to upgrade that, and upgrading it along with my CPU and motherboard. I mainly just want to know whether or not my Ryzen 3700x would still be able to perform well with the next graphics card I buy, assuming I buy my next card in around 3 years.

8/16 cpu that is currently the best choice & the best performer, will not become an issue for long time.
look at intel sandy bridge, i7 2700k are still a thing, and guys who have them, say that it holds, 90'C but its not a severe bottleneck up to 2060 if I remember. (2009 year)
